Directive for industrial security force approved

The government has approved the Industrial Security Force Mobilization Directive 2013 around 14 months after formation of the force.
The Home Ministry has formally informed the Armed Police Force (APF) headquarters about implementation of the directive. The 15-page directive including five annexes has provision of a five-member directing committee at the center for mobilization of the force. The committee will include secretaries from the Home Ministry, the Ministry of Industry and the Finance Ministry, IGP of APF and chief of the Budget Division at the Finance Ministry. The directive also mentions about formation of a departmental committee including the departments of industry, customs and revenues, while local revenue leakage committees will also be formed at the local level under chief district officer (CDO) of the district concerned. Similarly, there will also be separate departmental committees under chief of each of the three departments.
The security persons under the departmental committees concerned will be divided into APF Industrial Security Force, APF Revenue Security Force and APF Customs Security Force. Representatives form the Law Division at the Office of the Prime Minister and Council of Ministers, Home Ministry, APF, Finance Ministry and Ministry of Education had held discussions on the draft proposal about the security force before the directive was approved. The government had also taken opinions and advices from industrialists and entrepreneurs on the issues to be included in the directive during the course of discussion.   
The approval of the directive has paved the way for APF to mobilize its men for security of the industries, and the customs and revenue offices across the country. Though the security force was formed under the DIG of APF Subodh Adhikari, the force could not be mobilized in lack of legal framework. The cabinet meeting on September 21, 2012 had formed the APF Revenue and Industrial Security Directorate including 2,250 persons under a DIG of APF. The directive states that a high level mechanism including representatives from the three ministries and APF will be in place for mobilization of the Revenue and Industrial Security Force. There will be three battalions to be headed by an SP and 21 brigades to be headed by a DSP. The mechanism will be authorized for monitoring and supervision of the bodies under it and submit the required opinions and advice to the top level. The mechanism will also play a facilitative and coordinative role in case of internal disputes. APF had proposed formation of a joint mechanism with officials from the three ministries feeling that there can be dispute about the authority at the time of mobilization. The Nepal Police had expressed dissatisfaction when APF was given the responsibility for industrial security.  
APF has already formed battalions to be headed by an SP at Itahari in the east, Kathmandu in the center, and Nepalgunj of the west after formation of the security force. There will be 720 men under each battalion. Six industrial brigades, 10 revenue and customs patrol security brigades, and five revenue leakage control security brigades to be headed by a DSP have been formed. The brigades will be operated under instructions from the respective battalions. The security force will be mainly responsible for control of strikes and bandas due to disputes between the employees and employers, and criminal activities like extortion, ransom and others, security of the industries and patrolling in the surrounding areas, and arrest of those involved in vandalism. The security force will also be responsible for control of criminal activities at the border and customs, and evasion of revenues and customs. The security force will arrest the workers resorting to strike and bandas putting forth illegal demands against the agreements, and hand them over to the local body of Nepal Police. APF, however, can itself investigate upon the complaints related with security of customs, revenues and forests departments.
